East African Legislative Assembly to Hold Sitting In Kenya

  • President Kibaki to officially open Meeting
  • President Kikwete to make State of the EAC Address

The East African Legislative Assembly (EALA) will hold its 5th Meeting of the 3rd Session of the 2nd Assembly at the Chambers of the Parliament of Kenya, Nairobi and the Municipal Council Chamber in Mombasa. The Meeting will be held from 23 May to 4 June under the Chairmanship of the EALA Speaker, the Rt. Hon Abdirahin Haithar Abdi.

H.E Mwai Kibaki, President of the Republic Kenya, is expected to address the opening of the august House on Monday 24 May at 2.30 P.M.

H.E President Jakaya Kikwete, President of the United Republic of Tanzania and Chairperson of the EAC Summit of Heads of State is scheduled to make the State of the East African Community Address at a Plenary Special Sitting slated for the 25 May 2010 at 9.00 A.M. EALA will debate this address on 1 June 2010.

The Hon. Chairperson of the EAC Council of Ministers is also expected to submit to the EALA the EAC Budget for the 2010/2011 Financial Year for approval on 27 May 2010. The Budget is to be presented for debate on 2 June 2010. It will be preceded by the tabling of a Report of the General Purpose Committee on the Budget.

Notable business to be considered during the two weeks that the Assembly will conduct its Plenary and Committee Sessions will include:

  • Official launch of the EALA 2010-2012 Strategic Plan
  • Debate and passage of EAC Appropriation Bill, 2010 and the EAC Supplementary Appropriation Bill, 2010
  • Reconsideration of the East African Civil Aviation Safety and Security Oversight Agency Bill, 2009;
  • Questions to the Council of Ministers.

Background Information
The East African Legislative Assembly is the Legislative Organ of the East African Community. Its membership consists of a total of 52, of whom 45 are elected Members (9 from each Partner State) and seven ex-officio Members (the Ministers responsible for EAC Affairs from the Partner States, the Secretary General of the Community and the Counsel to the Community).

The East African Legislative Assembly has legislative functions as well as oversight of all East African Community matters. The enactment of legislation of the Community is effected by means of Bills passed by the Assembly and assented to by the Heads of State, and every Bill that has been duly passed and assented to becomes an Act of the Community and takes precedence over similar legislation in the Partner States.
