Moshi, Tanzania- June 29th – 2nd July 2026 — The East African Legislative Assembly (EALA) has successfully concluded a three-day training on the ISO 9001:2015 Quality Management System (QMS), aimed at strengthening institutional effectiveness, enhancing service delivery, and preparing the Assembly for the implementation and eventual certification of internationally recognized quality management standards.
The training, themed “Building a Culture of Quality Excellence,” brought together staff and key stakeholders from EALA and EACS to deepen their understanding of Quality Management Systems and the requirements of the internationally recognised ISO 9001:2015 Standard. The program was facilitated by Mr Godfrey Uromcamu, a Certified ISO 9001:2015 Lead Auditor.
The initiative was supported through the African Development Bank (AfDB)-funded EAC Capacity Building Project, which is facilitating the rollout of Quality Management Systems within EALA and the East African Court of Justice (EACJ), building on the successful implementation of ISO 9001:2015 at the EAC Secretariat.
The EAC Secretariat, which has already implemented a Quality Management System based on ISO 9001:2015 requirements, has been providing technical leadership and sharing best practices to support EALA's quality transformation journey. The Secretariat's experience demonstrates the value of robust quality management practices in fostering excellence, transparency, and results-oriented service delivery within regional institutions.
During the training, participants were guided through the principles and requirements of the ISO 9001:2015 Standard and engaged in exercises to identify and map critical business processes that will form the foundation for EALA's quality management documentation and certification preparations.
The successful completion of the training marks an important milestone in EALA's efforts to institutionalise quality management practices and align its operations with international standards. It also underscores the commitment of EAC organs to promoting a culture of continuous improvement, operational excellence, and accountability in support of the East African Community integration agenda.
Knowledge gained by the senior officers and staff during the training will play a crucial role in establishing sustainable quality processes and ensuring the Assembly is well-positioned to achieve ISO 9001:2015 certification in the future. The next training will be scheduled as soon as funds are available.

The Quality Management Systems Training Programme is part of ongoing efforts by EALA and the EAC Secretariat to promote operational excellence, improve organisational effectiveness, and align institutional processes with international best practices in quality management and service delivery.
