Pan African Parliament (PAP) Committee on Audit and Public Accounts to Conduct a Benchmarking Visit to the East African Legislative Assembly (EALA), 12th -13th February, 2024

East African Legislative Assembly, Arusha, Tanzania: February 9, 2024 – A 10-member Committee on Audit and Public Accounts (CAPA) of the Pan-African Parliament (PAP) is set to embark on a benchmarking visit to the East African Legislative Assembly (EALA) in Arusha, Tanzania from 12-13 February 2024. This visit is part of CAPA's efforts to enhance the internal organizational structure of the PAP and improve its capacity to fulfill its designated tasks and mandate.

CAPA, established in 2015, is responsible for reviewing audit reports, overseeing accounting policies and guidelines, and ensuring good governance and accountability within the PAP. Through this benchmarking visit, CAPA aims to compare, analyze, and recommend necessary support for the establishment of a functional and effective continental parliament. The Committee aims to assess critical areas such as internal controls, compliance, financial management, and human resources. As part of this evaluation, CAPA will assess the current organizational structure of the PAP and identify areas for improvement.

The benchmarking visit to EALA will allow CAPA to learn from the successful practices and experiences of the East African Legislative Assembly. This includes examining committee structures and functions, decision-making processes, staffing and resource allocation, and information management systems. By leveraging these insights, CAPA aims to enhance coordination, communication, and collaboration within the PAP.

The visit will result in a comparative report of the current organizational structures of both institutions, recommendations for incorporating successful practices, and an implementation roadmap. The visit will be conducted through observations, and the examination of relevant documents and reports and through interviews of the Senior management of EALA and then wrap the visit up with a courtesy call to the Rt. Honourable Speaker of EALA.
