EALA to Hold Plenary in Kigali Next Week

The East African Legislative Assembly (EALA) resumes business next week by holding its plenary in Kigali, Rwanda, from Monday, March 28th 2011, through to Friday, April 7, 2011. This is the forth meeting of the fourth session of the second Assembly. H.E. President Kagame to address Special Sitting of the Assembly on March 25, 2011 with H.E. President Nkurunziza making the State of EAC address a week later

The President of the Republic of Rwanda, His Excellency Paul Kagame, is expected to address a Special Sitting on Tuesday, March 29, 2011.  The Chairman of the Summit of the EAC Heads of State and the President of the Republic of Burundi, His Excellency Pierrre Nkurunziza, is also expected to make the State of EAC address on Monday, April 4, 2011.
 
The Assembly to be presided by the Speaker of EALA, Hon Abdirahin H. Abdi, shall during the two-week period discuss crucial and weighty legislative business to EAC’s integration dispensation - as well as interact and share experiences with the Members of the Parliament of Rwanda, the leadership and the general public, as envisaged under Article 49 of the Treaty establishing the East African Community.

The forth meeting expects among others to debate on the following business:
•    The EAC Elections Bill – 2nd and 3rd Reading
•    The EAC Service Commission Bill 2nd Reading
•    The Inter-University Council of East Africa (amendment) Bill 2nd and 3rd reading
•    Report of the Committee on Legal, Rules and Privileges on the adherence to the Treaty by Partner States
•    Hold Committee meetings and the consideration of various Committee Reports.

The Plenary will be preceded by a workshop organised by the EAC to engage members of EALA with the draft Policy instruments of the EAC. They include the Draft Protocol on Good Governance, Draft EAC Bill of Rights and the Draft Conflict Prevention, Management and Resolution (CPMR) Framework.

As part of the initiative to network with the National Assemblies in the Partner States, EALA shall on the sidelines, further, engage parliamentarians of Rwanda in an interactive seminar.  EALA will wind up its business by participating in the activities to mark the commemoration of the Rwanda genocide in solidarity with the citizens of the Republic of Rwanda.
