EALA Committees’ hit the road running

…GPC and Committee on Accounts start work in Arusha

East African Legislative Assembly, Arusha, Tanzania: 22nd August, 2018: EALA Committees have commenced work as the new Financial Year (2018/19) gets underway. Already off the block is the General Purpose Committee (GPC), which has arrived in Arusha ready to consider the Annual Report of the EAC.

As mandated, the Committee is to consider the Annual Report from August 22, 2018 through to August 25, 2018. The Committee is considering the EAC Annual Report for the period 2014/15, which was tabled in Dodoma, Tanzania, on April 25th, 2018, at the Fourth Meeting of the First Session. The Report which was originally tabled by the EAC during the 3rd Meeting of the 5th Session of the 3rd  Assembly, in Nairobi, Kenya, on 23rd November 2016, was rejected, compelling the top brass of the Secretariat to make amendments.  At that point, the Assembly found the quality of the report for the period under review to be wanting in terms of substance, facts, statistics, clarity, analysis and actionable interventions to influence policy formulation and legislation in the EAC.  

The GPC chaired by Hon Abdikadir Aden, is now expected to review the report afresh. The EAC Deputy Secretary General and relevant Secretariat staff are also expected to interact with the Committee to respond to questions, issues raised and furnish explanations to its (Committee) members.  The Committee’s expectations include inter alia:- a report stipulating future outlook in the implementation of EAC activities, projects and programmes including expected challenges and attendant statistics.   The Committee is also keen to review the Community’s inputs and outputs in terms of financial, human resources and other related gaps in terms of animate needs, annual work plans, procurement plans and corresponding actual execution outputs. A report will then be tabled for consideration by the Assembly in its next session in September 2018.

The General Purpose Committee is mandated to among others; carry out oversight of the progress made in the implementation of those provisions which address matters of general application to the EAC in relation to its role and functions.  Pursuant to Article 48 (3) and 49 (2) of the Treaty for the Establishment of the East African Community; and in accordance with Rule 79 (ii) and (2) of the Rules of Procedure of the Assembly, the EAC Annual Reports are considered by the Assembly.

Similarly expected in Arusha from August 26th, 2018 is the Committee on Accounts.  Under the Chair of Hon Dr Ngwaru Maghembe, the Committee will sit until September 6, 2018, to consider the Audited Accounts and the Financial Statements for the Year ended June 30th, 2017.
