Kampala, Uganda — November 24, 2025-The East African Legislative Assembly (EALA) begins its 2nd Meeting of the 4th Session of the 5th Assembly in Kampala, Uganda. The Plenary will run from the 23rd November to 5th December 2025. In his remarks to the media, EALA Speaker Joseph Ntakirutimana outlined the legislative agenda and the rationale for holding rotational sittings across partner states. Article 55 of the Treaty for the Establishment of the East African Community provides that the meetings of the Assembly be held at such times and places as it may appoint, but at least once each year in Arusha, Tanzania. In keeping with this provision and the spirit of regional integration, EALA conducts rotational plenary sessions in partner states. These sittings bring the work of the Assembly closer to citizens and strengthen bonds with the peoples of the EAC.
In his briefing, the Speaker highlighted the current regional political landscape characterized by elections in the some of the EAC Partner States. For instance, In Tanzania, two EALA members have been appointed as Deputy Ministers in the Ministry of Foreign Affairs and East African Cooperation. He congratulated the Rt Hon. Mussa Azzan Zungu for being elected as the new Speaker of the Parliament of the United Republic of Tanzania. He also mentioned that three EALA members are now contesting for parliamentary seats in the upcoming Uganda’s general elections, and the Assembly offers them its best wishes.
The Speaker also highlighted the business of the House as follows:
- The consideration of the Report on the Standardization, Accreditation and Conformity Assessment Bill by the Committee on Trade and Investments;
- Consideration of the Report on the Examination of EAC Audited Accounts for the financial years ending 2022 and 2023;
- Consideration of the Annual Reports for the EAC organs and institutions for 2021–2022, 2022–2023, and 2023–2024;
- Motions on critical issues will be debated, such as:
- The motion on the role of women in cross-border trade
- The motion on the establishment of the East African Common Higher Education Area (EACHEA);
- Motion on the development of a regional policy and legal framework for regulating and promoting the responsible use of social media;
- Motion on adoption and implementation of regional industrialization and value-adding frameworks to reduce the export of raw materials;
- Motion on recognition of hemophilia treatment products in the Partner States;
- Other motions as may arise during the plenary.
The Assembly will also carry out an outreach activity under the East African Parliamentary Network on Anti-Corruption (EAPNAC) on promoting integrity and accountability for a corruption-free EAC at Nkumba University on 1 December 2025, in collaboration with the East African Association of Anti-Corruption Authorities and the Inspectorate of Government, Uganda; and will engagement with the public on investment schemes and the rights of women workers, as well as on the EAC Elimination of Female Genital Mutilation (FGM) practices;
The Speaker also thanked and expressed gratitude to the Uganda Parliament and Government for accepting to host the EAC’s 15th Inter-Parliamentary Games (IPGs) here in Uganda. The games will commence immediately after the plenary on the 6th December 2025 and will run to the 17th December 2025.
The Speaker and members of EALA reiterated their commitment to a “seamless and productive session in Kampala, focused on advancing regional integration, strengthening governance, and delivering tangible benefits to the people of the East African Community”.
