EALA to Hold 1st Meeting-3rd Session-2nd Assembly in Dar

The First meeting of the Third Session of the Second East African Legislative Assembly (EALA) will be held at the Tanzania National Assembly-Old Chambers (Karimjee Hall), Dar-es-Salaam from the 3rd – 13th August 2009. H.E President Jakaya Mrisho Kikwete, President of the United Republic of Tanzania is expected to address the Assembly on the Friday, 7th August 2009 at 2.30 pm.

The First meeting of the Third Session of the Second East African Legislative Assembly (EALA) will be held at the Tanzania National Assembly-Old Chambers (Karimjee Hall), Dar-es-Salaam from the 3rd – 13th August 2009. H.E President Jakaya Mrisho Kikwete, President of the United Republic of Tanzania is expected to address the Assembly on the Friday, 7th August 2009 at 2.30 pm.

Notable business that will be considered during the two weeks that the Assembly will conduct its Plenary and Committee Sessions will include:
Address by H.E. Jakaya Mrisho Kikwete;

  • Debate and passage of Bills: The EAC CASSOA Bill and the EAC Customs Management (Amendment) Bill;
  • Debate and adoption of the report on Extractive Industries;
  • Debate and adoption report of a study tour of the EAC border points;
  • Debate and adoption of the report on gender main streaming;
  • Debate and adoption of the report on Economic Partnership agreements;
  • Questions to the Council; and
  • Motions and Resolutions.

The EALA will also use the First meeting of the Third Session to interact with the people of Tanzania and to share experiences with the Tanzania Chapter on important parliamentary and regional affairs.

Background
The East African Legislative Assembly is the legislative organ of the East African Community. Its membership consists of a total of 52, of whom 45 are elected members (9 from each Partner State) and seven ex-officio members (the Ministers responsible for EAC Affairs from the Partner States, the Secretary General of the Community and the Counsel to the Community).

While the Seat of the Assembly is in Arusha - Tanzania, meetings of the Assembly may be held in any of the Partner States as per the Provisions of Article 55 of the Treaty for the establishment of the East African Community.

The East African Legislative Assembly has legislative functions as well as oversight of all East African Community matters. The enactment of legislation of the Community is effected by means of Bills passed by the Assembly and assented to by the Heads of State, and every Bill that has been duly passed and assented to shall be styled an Act of the Community.
