EALA Set to Hold 6th Meeting Second Session of the Second Assembly

The 6th Meeting Second Session of the Second Assembly sessions of The East African Legislative Assembly (EALA) is set to start in the Chambers of the Burundi National Assembly in Bujumbura, Burundi from 18 to 29 May 2009.

The President of the Republic of Burundi, H.E Pierre Nkurunziza is expected to address the Assembly on Tuesday 19 May 2009 on a wide range of issues pertaining to the East African Community (EAC) regional integration. The President of the Republic of Burundi, H.E Pierre Nkurunziza is expected to address the Assembly on Tuesday 19 May 2009 on a wide range of issues pertaining to the East African Community (EAC) regional integration. The Assembly presided over by the Speaker, Hon Abdirahin Haithar Abdi, will receive and debate the Budget estimates for the East African Community for the Financial Year 2009/2010 that will be presented by the Chairperson of the Council of Ministers of the East African Community and Minister for EAC Affairs of the Republic of Rwanda, Hon. Monique Makaruliza on Thursday, 21 May 2009. The 6th meeting of the Second Assembly will debate (2nd and 3rd Reading) on the EAC Tourism and Wildlife Management Bill, 2008 this is Pursuant to the provisions of articles 115 and 116 of the Treaty for the establishment of the East African Community Tourism and Wildlife Coordination Agency.

The primary objective of the Agency shall be to facilitate, encourage and assist in the development of responsible and ethical tourism and wildlife throughout the East African Region taking due consideration of the overall development needs of the people, the wildlife resources and other natural and cultural resources. The house will also discuss the Appropriation Bill 2009 and will also receive the Progress Reports from the various Committees, including the report of the Select Committee on the continuous delays of remittances to EAC by Partner States.

The East African Legislative Assembly is the legislative organ of the East African Community. Its membership consists of a total of 52, of whom 45 are elected members (9 from each Partner State) and seven ex-officio members (the Ministers responsible for EAC Affairs from the Partner States, the Secretary General of the Community and the Counsel to the Community). The East African Legislative Assembly has legislative functions as well as oversight of all East African Community matters. The enactment of legislation of the Community is effected by means of Bills passed by the Assembly and assented to by the Heads of State, and every Bill that has been duly passed and assented to becomes an Act of the Community and takes precedent over similar legislations in the Partner States.
