1. Members of the Assembly ask parliamentary questions to the Council of Ministers to seek information on matters of the Community. Questions are prepared by the Members and transmitted to the Council of Ministers by the Clerk of the Assembly through the Secretary General. Time is of essence and the rules demand that questions to the Council shall be referred to the Council at least three weeks before the sitting on whose Order Paper such questions may appear.
2. Members are required to phrase their questions bearing in mind that questions are genuinely of an interrogative character and its purpose shall be limited to seeking information or pressing for action. Similarly, Members are urged not to use questions and question time as pretext for debate, but the Members may ask supplementary questions that are related to the original questions. One priority question is allowed for a Member each month and on authority of the Speaker.
The format for questions may either seek for oral answer or written answer and the Chairperson of the Council or any Member of the Council, is obliged to answer the question within three weeks if it is a priority question or within six weeks if it is a non-priority question.
